Joomla would offer you a method to control the users, but the quiz part
has other considerations.
Is the test going to be progressive?
Will each question depend on previous questions?
Will the questions be weighted in terms of difficulty?
Will they be random?
I once designed a quiz system that allowed for different variables so
that no two tests were every the same.
ie if Bob left NY at 8:00 driving at 55 mph heading south on 95 and
George entered 95 north 100 miles due south and he was traveling 65 mph
what time will they pass each other [no traffic or tolls].
The test would change all the numbers each time.
