And to answer the actual question, leave Drupal for the gub'ment. Most 
developers develop arthritis and three career changes before the 
government actually fully buys into anything.

Small businesses are the numerically larger target, require less process 
to be implemented, and word of mouth marketing goes a long way. You also 
don't have quite so many regulations and IA audits to pass.
