That's the task of the OS to figure out.  Some dump OSes, like Win9x,
doesn't know.  Anyway, with HSRP or VRRP, you don't really need secondary.
That's overkill.

If you set up a secondary gateway for users, how does the PC know when to
use that (how does it determine that the primary gateway is down)?
