You might want to look into a content management system.
Check out ewebeditpro by ektron. I believe
there is also a freeware alternative, but it might require
some hacking on your part to arrive at a polished solution.
That will allow him to add/update wysiwyg pages within the browser.
That includes uploading/using images.
