[nycphp-talk] Upgrading PHP 4.3.0 to 4.3.2 w/ Apache 2 on win32

I'm not entirely sure, but a possibility could be that php 4.3.2 is still in
the experimental stages with apache 2, trying switching back to an older
version of apache and see what happens.
