And now...for my 2 cents.

Sometimes the correct phrasing of the question has to do with the
"experience level" of the person asking the question. If you are just
learning a language, you don't yet know the terminology and therefore
don't quite know how to phrase the question.

However, following such rules as RTFM; checking Google, and so forth,
may help someone to understand how to phrase the question (assuming they
did not find the answer they were looking for).

Perhaps we can have a short presentation on how to ask a question on an
"on-topic" list so the "knowledgable" people's time don't become wasted.
This presentation could be based on our experience on the talk list as
well
as other resources such as Eric Raymond's article.
