Fatal error: main(): Failed opening required 'PEAR.php' (include_path='.:/php/includes:/usr/share/php') in /var/www/html/XML/Parser.php on line 21

Try to edit you php.ini file to read:
include_path='.:/php/includes:/usr/share/php:/usr/share/php/PEAR/pear'

(or whatever the path to PEAR.php actually is)

And make sure permission are set correctly.
