I have been wondering when the SQLite book by Chris Newman is to be
published.

Amazon lists its publish date as October 11, 2004:

Optimization (From Novice to Professional) by Jon Stephens and Chad
Russell. This book has amazing, in depth information on the ins and outs
of database design for MySQL.
