Thomas,

I work with a designer that uses a collection agency that charges no fee's
unless they recover.  I can find out the name of the company, they are on
the west coast.  As a freelancer you should never release the code until
payment is made in full.  Put the site on your web host or dev machine for
them to test.  They pay and then you move it over.  I will see what i can do
to get the collection agency's contact information.
