Mitch,

in freenode's poliy anything not directly related to the project needs to 
use ##mambo, hence if you go there, you get #mambo and the other channel can 
join you or they will be moved to ##mambo.

check ##php since they are NOT related to the actual PHP but a support 
channel they have to move thier channel.

anyhow i think freenode would be a good home since you are an OSS project 
and they are focused on them.
