Hey Folks:
Rather than focusing on the costs of refactoring, focus on the costs
the current situation incurs such as the long time to get up to speed,
insecurity and fragility.
Also, I'd propose that the improved practices initially get put in
place for future work rather than immediately pushing for refactoring.
Regarding John's point about calling kettles black, it sounds like all
of the programmers there are covered in soot. Seems the
non-accusatory means may be an easier approach.
