My best tip is to go get an older version of FrontPage and use that.
Microsoft's lack of respect for web standards and general crappyness
makes for a perfect html email generator.  You want to use tables for
the layout, and all of the css should be inline.  Even a <style> tag
in the head is not well supported.

I also recommend choosing a layout that works with both images and css
turned off.  It requires extra time to make something that degrades
nicely, but it is worth the effort when it comes to email.
