Chad,
It doesn't look like you need PHP at all here. Try the following,
Replace:
<?php echo "<a href=\"javascript:chng('img')\"><img
src=\"images/bullet_green.png\" name=\"img\"></a>" ;?>
With:
<img src=\"images/bullet_green.png\" name=\"img\" onClick="chng(img)">
